Andy Quigley is with the Regional Transportation Authority. Andy was a public employee for 41 years. He spent 17 years in Northern Virgina working for Fairfax and Arlington counties, where he ran the Fairfax sewer system and developed the largest waste-to-energy plant in the US (3,000 Tons per Day). He was the Executive Director for a Solid Waste Authority in Northern Illinois (suburban Chicago) for 13 years.

In Tucson, he held positions as Director of Tucson’s Environmental Services department and acting Tucson Water Director. He was Assistant City Manager responsible for the Downtown streetcar for 10 years.
